-Flakk Missiles are not Temporary

-RLV Requests fail when client consistently drops packets, make the RLV Rocket an Optional Mode too please. Can confirm from Fearless and Sam having packet loss and the missile failing the check then the missile working fine once their packet loss was over. We can't plan for Packet Loss so it needs to be optional.

Flakk missiles turn temp once they initialize, that part was intended so they wouldn't get hit with a cleanup pass before being active.

Will look into the rlv shit, I think I could make them do the rlv request whilst in flight for you packet loss plebs you big gay fucking whiner
