So, if you get hit by it and you move, you only take 2 or 3 ticks of damage then stop taking damage from trying to move. Tested this with Saera and Sam multiple times, it was consistent on every try.
SUGGESTED FIX: Make the torment more like the Barbed Wire where it SLOWS but doesn't LOCK people, while also blinding them, that way the partial damage keeps working. ALSO, I would bump the damage up to 15 instead of 10 to make it consistent with the Razorwire Nade.
