So, I set it all up last night and don't remember everything at the top of my head, but BASICALLY this is the dealio in simplified form:
+ ANYONE on the server can create semi-permanent and temporary channels. Semi-permanent means the channel is removed on the next server reset.
+ None of the existing channels can be moved or modified by a normal admin.
- WITH THE EXCEPTION OF changing the name of the Incoming and Outgoing channels.
+ NONE of the admins or higher ranks can access a passworded channel, and anyone can create a passworded channel. You can be moved out of it, though.
+ NONE of the default server groups can be modified by admins, but new ones can be created by them.
+ No one can become a Server Admin except for emergencies, and we'll develop a system using privilege keys for that.
+ Admins and Ops and any rank cannot demote or remove their own rank.
+ As for normal ranks, most ranks cannot demote or promote anyone unless they are two ranks below them.
+ Overlords cannot ban, nor can any other rank. You must be an Op to ban, and ops can only ban for a week.
+ Ops can assign any rank except Overlord.
+ An admin can ban permanently, and can promote other Ops.
+ Access Levels sometimes are contradictory and change depending on the relationship with the rank below or the access needed (IE: Overlord has some powers and privledges Ops do not, including having higher talk power, see below) but it generally follows this structure in regards to channel modify permissions and rank permissions:
Server Admin- 75
Admin- 70
Operator- 65
Overlord- 60
Lord- 55
Champion- 50
Chosen- 45
Marauder- 40
Veteran- 35
Renegade- 30
Cultist- 25
Militia- 20
Normie/Civilian- 15
+ TALK POWER AND YOU! Starting with the Lord rank, each rank has the talk power to speak in channels that are 1-2 ranks above their normal TS power (for instance: modify powers for a Marauder = 40, but their talk power is 45. Chosen have a talk power of 55. Overlords can silence Ops if they have to, but admins will always be able to speak to overlords unless they are given a server mute)
In the case of officers, Lords can request talk power in moderated channels, but Champions cannot. That explains why they have the same talk power permission. Maybe I made an oopsie and need to fix it though, if I do I'll reflect it here.

+ Join Power and Move Power essentially correspond to the relationship between ranks. This list specifically details move power, but the rules for join power should be similar.
--Server Admins can move anyone.
--Admins can move anyone.
--Operators can move Lords
--Overlords can move anyone.
--Lords can move anyone.
--Champions can move anyone except Server Admins.
--Chosen can move Lords
--Marauders can move Chosen AND Operators (as well as ranks above them) (if the Operator has a higher rank, it will override this)
--Veterans can move each other.
--Renegades can move Veterans.
--Cultists and Militia can only move Normies / Civilians, but only Marauders and up can assign a normie/civilian tag.
+ The Librarian role allows someone to upload to the Black Library channel. Anyone can download from the Black Library
+ The Mechanicus role allows someone to upload AND download from the Mechanicus and Manufactorum channels.
+ The Manufactorum channel has a higher join power and may end up being password protected. The Mechanicus channel may also end up with a password.
+ The Main Lobby allows admins to upload files into it.
+ Off Duty channels have no join power associated with them.
+ Meeting channel is restricted to Renegades and up.
+ Raid channels are only for Militia and up.
+ Command channel is for Chosen and up.
+ Overlord Council is for Overlords and up. If this becomes too restrictive, we can move it down to Lords and Champions. Or even create a "Underlord Council" channel for high level command discussion.
+ Training Rooms are for Cultist and up.
+ Push to talk is enforced for all guests and those with the normie/civilian tag. Anyone in militia, in cult, and in the group does not have push to talk enforced.
+ Anyone can be given a "StreamGuest" tag in the event they cannot push to talk, which negates forced push to talk. This can be given by Marauder and higher. Same for the default "DoNotPoke" tag. Same for the "DoNotMove" tag. Same for "DoNotspeak" tag. The difference for StreamGuest is once the person leaves, the tag is unassigned from them and must be assigned manually again. If this is a problem and we have frequent visitors who crash a lot but aren't in the group, we can make a StreamNormie tag of some kind.
I probably forgot a ton of stuff.
Like I mentioned I'll likely need to change some stuff around, and if I do I'll reflect it here. Or I'll try to. If things are too restrictive regarding some tags, I can lower the assign power on some of them, or allow lower ranks to have bans and Operators to have longer bans.

Moved to general to provide a basic resource for creating other teamspeaks. There's some things I've changed to increase usability (notably using a main group to basic auth permissions and tying rank roles only to join and talk powers.)
